The best type of vice is a lever action vice - this works by drawing the jaws of the vice (with the hook in between them) back into the body of the vice, it does this through the use of a cam lever at the back.
Because you are drawing the jaws back into the body you can judge the tension on the hook better.

When choosing a vice you don't need to spend a fortune on it, but don't pick up the cheapest one either. As we said earlier this is the most important piece of fly tying kit you will get, so choose wisely.
